Mental
Health Services Act (MHSA) (Proposition 63)
Propostion 63 passed in November 2004. It is paid
for by a 1% tax on taxable personal income over $1 million. Through the
provisions of the MHSA, the challenges become the opportunities to fund
a community mental health system that adequately meets the needs of children,
adults, and older adults with serious mental illness and reduces the long-term
adverse impact resulting from untreated serious mental illness. To

This Report of the Surgeon General on Mental Health is
the product of an invigorating collaboration between two Federal agencies.
The Substance Abuse and Mental Health Services Administration (SAMHSA),
